Vintage pop-up cigarette dispenser - engraved. Brass?

I just picked this up at this little thrift store...just went into town to run errands and had to stop "for just a minute" lol (always)...When I first opened the top I initially thought it was a toothpick dispenser (and I'm sure it can be used for one)...but looking at it further and researching – think it's a cigarette dispenser. There is “HS” engraved on the lid and an engraving around the base…can’t exactly make it out but…. but looks German? Love the cherubs…so detailed.
