Almost sold this today at our garage sale that we had with our neighbors.
I tried to Id the hallmark but I am recently new to Hallmarks.
Marked saint james, has a shamrock stamped on bottom as pictured.
Also, I was told by an older lady that if it "sticks" then there is a good chance its silver. It smells kind of like an armpit.
Love this piece and would like to learn more about it. If you recognize this please to a moment to help out :) Many thanks in advance.
I think Gorham Manufacturing Co Electro Plate

I'm sure some more knowledgeable CW members will fill in the details.
its not sterling silver. EP means Electro Plate as walksoftly mentioned.
walksoftly nailed it. This is Gorham's silver pate marking. Or one of them:

Silver plate on copper stinks.
So true B'buss when you consider copper is only $3 /lb.
