Shelter marshals or shelter wardens were responsible for keeping order in under ground shelters, they were identified by a white armband or helmet marked SM. Many were part time, though some of the large shelters in the big towns & cities had paid full timers.
The helmet is dated 1939 as is the liner, & both were made by BMB.
