Exell or Big Ben Files

I have three of these files that I found in my Grandpa's barn. I can't find any information about them. If I look up Exell, I get info about Microsoft Excel. And if I look up Big Ben, I get info about London's clock tower. If anyone has information about these, it would be great! I think they are nifty, but I am curious how they originated.
