Got this toy back in 50's and we played store with it and dispensed drinks of Coke. You use the regular small Coke bottle and the handle goes into the bottle of Coke. It works on a pivot system, so when you pull down on the red handle, the bottle tilts up inside the housing and pours the drink into the small plastic glasses. Was always a favorite with us kids and wanted to see if others have seen or know the name for the toy.
    Thanks,

The name is "Toy Fountain Dispenser". Descriptive! :) I have images of an original ad and the box. If you'd like copies, send me an e-mail at daveq@wowway.com and I'll respond with attachments.
