I believe it is quite old. Maybe military item?

You give no indication of size, but looks like a fish net float.

Looks like a martial arts training ball, an elastic rope thru one hole to the ceiling and another elastic rope to the floor to hold in place. Punch or kick it until the anger goes away! =)
