Can anyone tell me what this action figure is? The clothes on it have a tag marked "Made in Hong Kong British Crown Colony". It does not look like any Action Man and has less moving parts than a GI Joe. HELP!

Here is link to his clothes . Is he marked at all any place other than clothes which may have been not original to him .
