Such mugs were issued to attendees of the August 9, 1995 Operation Lifesaver Express. Run jointly by Conrail, The Norfolk Southern and the CSX systems, this special train ran from Indianapolis to Terre Haute, Indiana USA.

The excursion's purpose was to make railroad workers, first responders, and local officials more familiar with safety on the tracks.

Conrail has since been absorbed into both the NS and CSX. The Norfolk Southern continues to run Operation Lifesaver trains on its routes. I am not sure if CSX has a similar program.
