It's called a Porringer. Older ones, and I think English ones, can have two handles, but the only ones I have ever seen have one handle like yours. I have a pewter one with a cover, but I've seen sterling ones - and actually, contemporary ones, designed as baby gifts. Yours appears older based on condition, but I'm not a hallmark expert.

It is Watson Sterling silver. It is a porringer. Watson was in business from 1880 - 1955. These were pretty popular circa 1930's. Great piece of Sterling.
