"Lacks arms" is the auction catalog way of indicating a whirligig has suffered a long life and is now disabled. The phrase will be tucked into the auction description to comply with an accurate entry, but they'll hope you don't pay it much mind. Anyway, if you whirled your arms over 100 years you'd be in bad shape too.
