Very Cool Vintage Stemmed Glasses

I found these at an estate sale and fell in love with them but after an extensive online search I was left just as confused.
They very intricately painted. Very cool ornate short stem. They also have a gold rim around the top.
The man on it is wearing a cloaked cape and walking with the cane. Possibly going to the inn or tavern that is also on the glass. I can't make out what it is that is written on the sign above the tavern (that probably would be of some help!). Then there is the yellow and black starburst or sunburst that is radiating! Topped off with the fleur de lis. Maybe this could be a french connection?? I hope that someone can help me!
