I got this shade from my mother in the mid 1960's. I could find no marks. Any idea who might have made it and when??? Thanks...bob

I bought a brass base for it on ebay. We have always used it as a hanging lamp before that...bob

I was excited to see your lampshade as I purchased a very similar one, with different colored slag glass recently. The main difference is that mine has pins holding the panels in place vs the banding yours has. Mine has a Handel label on the underside of the base.
