Meerschaum Pipe - does anyone know anything about this one ??

This belonged to my father and has never been used - I think he probably bought it in the mid 1960's. It's just under 6" long from the end of the beard to the end of the pipe.

I just wondered if anyone knew anything about it - what the face represents, where it may have been made, etc. I've looked at lots of pictures online and haven't found one like it yet.
