      Its Italian Micro Mosaic tile....and set into most probably Silver filigree :)) Victorian Era?

      Its indeed Italian (micro) Mosaic not Victorian, beginning 20th century. The early Mosaic with very tiny tesserae is called Micro (Mosaic) course represents the tiny tesserae. The older the Mosaic (18th early 19th century) the smaller the tiles. That's one of the things which you can recognize the age of Mosaic. These earrings are certainly beautiful and indeed probably of silver but the tiles are large hence the above date.
