Old Sandwichboard - OPEN FOR INSPECTION and a Western Wizard Red Wagon

I found this old sandwhich board sign recently. It says 'Open for Inspection' on one side and 'Wooden Toyes For Sale' on the other. The wooden toyes sign can be removed and there's another 'Open for Inspection' sign underneath it. I have no idea what either sign was used for and am curious - in case anyone has an idea. The Western Wizard red wagon is another find from the Alameda Flea Market. it's in wonderful, working condition.
