Wall or ceiling mount string holder Odd but Very Nice

I have never seen one like this, appear to mount to a high wall with a long Screw or bolt or mounted to the ceiling.
The Butcher or general store clerk would reach up and pull string rod tip does tip downward for ease of use, Then cut off desired amount of string.
Let the string go and the rod tips up out of the way of the user
This unique dispenser is cast iron, Measures 21" tall and the tiping rod is 24" long.
