Unknown Leather Decanter Set

I purchased this a few years ago and know nothing about it. I was hoping someone could help me figure out when it dates to and maybe where it is made. The medal emblems on the decanter set go crazy and shows gold when put to a medal detector. Any information that can help me figure more information out on this will be appreciated. Oh also I have taken it to an antique dealer and he istantly wanted to purchase from me for $80, but would not tell me anything about the item. All I wanted to know from him was some information, but he only wanted to buy it badly and not give me any information on the set.
