Old picture on sand paper?

I found this really neat picture in an old suit case of my grandmas. I framed it because It was starting to crack and break. At first I thought it was scetched with charcole but when i looked closer it almost looks scratched into sand paper? So detailed.... I was woundering if anyone knew how it might have been made or if there is a special name for this type of artwork?
