That is the Pabst Blue Ribbon Beer sign, but don't know the year. I don't think they make that kind of beer any more.
on the side of the transformer is a data plate with all the specs. On some of these plates is a section labeled as "ser." in that section will be three numbers, the first of which designates a month and the second two mean the year of manufacture for example 779 july of 1979.
