      The 2 outer pins are stationary & the center pin operates the dial(probably .001's of an inch) to measure flatness of a surface or similar applications.

      Good call B'buss, it is a dial indicator but unlike any that I have used!
      Turns out it is a lens clock.
      A lens clock measures the curvature of a surface, but gives the result as an optical power in diopters.
      Measures the concave & convex (+ -)

      I knew I had used them before. Summer job in school I made eye glass lenses for a company that supplied to Dr's. Senility has it's advantages, -- I just don't remember what they are.

      The name Kline, Klein or something like that comes to mind.
