Vases such as these (and similar looking swan-form bowls) tend to be starter glass blowing projects. You'll see them made in beginner glass blowing classes and also at the Corning Museum of Glass where you can sign-up for a single-session glass-blowing experience; styles and objects change from time to time.

If the colorization is applied chemically (not the actual color of the glass), then I would say it has a carnival glass type treatment. However, I do not believe it would be clasified as carnival glass from the perspective of most carnival glass collectors.
Just as there is a differentiation between "vintage" and "new era" carnival glass, there is also another differentiation between true carnival glass and other glass that has a carnival glass treatment.
I believe the value of such pieces is more driven by the importance it represents to the individual owner rather than an established regular trade basis.
