Dragon Germany Hair Pins in original packaging

Hello, I'm hoping someone can tell me something about these hat pins and the company that made them. They are advertised as Best Dragon Hat Pins, manufactured mechanically hardened & tempered steelwire. They are 10 inches long of "warranted steel" and made in Germany. There is a notation on the paper that the pins are attached to that refers to a gold medal Brussels 1888. The box is in great shape, as is the "guarantee-band" that apparently guarantees they are genuine Dragon pins.

I'd like to know how old they are and what their value would be (if any since they are very plain black). I tried to find some background on the company (such as years in operation, location, etc.), but couldn't find anything. I'd appreciate any information anyone might have. Thanks in advance!
