Peter's and Reed Basket Planter with Make-do Repair

I think this is a Peter's and Reed Basket planter, although no signature. You can see where it's split and someone repaired it by 'sewing' it w/ wire. Is this sewer tile ware?

The plant in it is a Dudleya brittonii from the Sonora Desert.
