Large Red Clay Platter / Black with White Design Border / Signed "Bird" and Stamped /Unknown Maker and Age

Here's this weeks piece on sticker color change Sunday at GW. It's a large decorative platter that measures 12" 1/2 inches across. Saw it yesterday and today it was half price. It's made of red clay and very heavy. The back is signed"Bird" but searches on the internet for "Bird" plates, gets you literally "bird plates". It is stamped which isn't much help either because it's hard to ID without a book on pottery marks. Could be Euro or US. I noticed that it is stamped on the back with the same design that's painted on the front. The circle with the line through it shows up twice on the front. The other stamp looks like a " D E " or "R E" I'm not sure. I'm going to call this an "unsolved mystery" and maybe someone out there knows were this plate came from and who made it . -Mike-
