      They are forged steel, tin snips.

      These come in all different sizes from around 5" long on up. Walksoftly is right but they are also sold as shingle snips for cutting asphalt shingles. They work really great for either and you can sharpen them and tighten them yourself. I still have four or five pair of them in my tool boxes. When shingling we used to keep a bucket of kerosene on the job and the snips were kept in the kero when not being used. That kept them from getting gummed up.
