Old and strange fishing rod

This fishing rod seems pretty strange to me. First of all, it is only about 7 ft long - which is under the 8' standard. it doesn't appear to ever have been cut down either. there is no signature i can detect anywhere on it. it appears to be pretty old - probably from the beginning of the 20th century, possibly last quarter of the 19th century. Can anyone tell me about it?
