Once again, I present you with an item that leaves me scratching my head clueless. I don't know where I got this. There are no marks on it. If you asked me what it even IS, I'd be hard-pressed to give you an answer because I absolutely do not know.

A necklace for my Shih Tzu?
    An odd but pretty abacus?
    A string of prayer beads?

It seems like the beads themselves are plastic, because the overall weight of this piece if actually lighter then I expected it to be. The blue color is almost chatoyant like Tiger Eye.

    Any ideas?

I would go with worry beads.

They are called Moonglow but dark blue must be a rare color, I don't see it often.

Definitely komboloi a.k.a. worry beads. I have a set that I bought in Greece years ago, and its tassel is exactly like yours. This colour/style of plastic also fits the bill.

They're fun to play with (you won't offend anyone as they're not actually prayer beads!) and you can find videos on YouTube explaining how to flip worry beads in the traditional manner.
