This item is metal and was found in the rocks under a railway bed culvert. It's size is 7in long by 6 3/4in from the tips of the points. It is very rusty and pitted. That is all we know about it.

To small for pig hooks so I would guess it is part of an old balance scale.

We showed the piece to a railway worker who works in the area and he said they use to tie it to a long rope and throw it through a railway culvert to clear all the debris (branches, trees, etc.) or beaver dams that blocked the culvert so it didn't damage the structure of the railway above. Thanks for all your input everyone!
