I have a few of theses, but am not sure what they were used for. This one has the initials B , P on top and O, E on bottom of the inside.
It is stamped "Sterling, 151983, Patented" on the inside.
Was it to carry stamps, papers?????
    What year?

The Benevolent and Protective Order of Elks (BPOE; also often known as the Elks Lodge or simply The Elks) is an American fraternal order and social club founded in 1868. It is one of the leading fraternal orders in the U.S., claiming nearly one million members.

Do you know what they would have used this item for?

These were used to hold membership cards, business cards, stamps, etc. - I assume the letters inside are clips to hold items in place.

agh has nailed it again, lol, holding member cards, to be passed out. dating is the hard part, but would guess between 1920's-50's
