U. S. Mail Cart

Here is something I picked up and don't know anything about it. Done some research and can't find anything. I think it is a U.S. Mail Cart. at least that's what's on the wheels. Also a lot of it was painted blue at one time. Probably used in the mail room. If anyone knows what it is, how old, value, or anything I would like to know.
