Back in the day an iron fluter was used to ruffle cuffs and collars. You opened the lid and inside is a piece of metal you would put in the fire using a pair of tongs and after it was nice and hot you would then put it back inside the metal box. The iron would get hot then you could do what it was intended to do cuffs and collars. Notice on the bottom how they spelled Philadelphia (Philadflpuia) Pa.. Why is it spelled this way?
