Large White Glass (Bristol ?) Charger or Flue Cover/Hand Painted Water Lily Design/ Unknown Maker/Circa Late 19th Century

This large 15 1/2 " charger or possibly a flue cover came from Volunteers of America. It did have wire plate hangers on it which I immediately removed. They are a big no-no and can chip and even warp porcelain when they are too tight. Fortunately this piece is made of a sturdy but thin and translucent white glass. It's not as dense and opaque as milk glass. That's why I think it might be Bristol. The center is hand painted with water lilies, grasses, and little blue flowers by a pond. The outer 1/2 in of the plate is smooth but then it changes to a satin slightly grooved surface. The gently curved back has a flat pontil in the middle. I have a feeling this might have been spun in order to create this large plate. Looks very Victorian to me so I believe it's late 19th century. -Mike-
