    I was told it is a timing adjuster. Looks old, kinda heavy, two handle one on each side, one is broken. I don't know much about it.

      It was called a Tach and Dwell meter and was used a lot with the old point type iginition systems, it only revealed settings and not changed them, changing had to be done by skilled hands and then checked again with the meter....
