This figurine? is made of what appears to be twisted bronze wire, green and red velvet and a hand painted porcelain head, hands and harp. The wings? are detachable and are made of again, bronze wire and cut glass. The frame is very rigid, bronze screen attached to the twisted bronze wire frame. The bead work is all intact and very detailed. A lot of work whet into this piece and I would love to know more about it and who made it. No marking that I can see.
A Christmas tree topper. I think it's an imported modern piece.

An upskirt view of her undercarriage may help pin down a definitive answer. She just may be meant to be a piece of holiday table decor.
