Not really sure of origin. Found in Maryborough (QLD,Australia)
They resemble a modern pair of wire stripping pliers. Possibly chrome plated originally. Comments?

Riply206 is definitely on the right track. I might add that the application of these might be for barbed wire fencing as it appears to have all the right elements necessary to lay in barbed wire on fence posts.

Hi the last time I visited the War Museum in London they had one on display without the tapered handle it was something to do with explosive caps I also have one.
Hi again an update to my last comment my files say it is a crimping tool for fixing detonators to fuses.
