Hi! this is a universal handle for flat files, The tang fits into slot at base of handle and the forward facing arm rests on the file.
Hi! I had one of these years ago, it is a heater! the tube with the tap at the base had a wire vaporiser on top and the curved handle had a large polished bowl screwed to it.
I spray painted a Lambretta LDB scooter in the 1960s with a simular vacuum cleaner spray gun, it worked verry well.

Hi. thanks for your ideas but the tool appears to be complete rather than a part of something else. The rivet on the side acts as a pully and the channels in the casting line up with it? Chris.
Hi again an update to my last comment my files say it is a crimping tool for fixing detonators to fuses.
Hi, this shoemakers tool is heated and used to melt a hard wax called healball which seals the cut edges of leather soles ect.
Hi the last time I visited the War Museum in London they had one on display without the tapered handle it was something to do with explosive caps I also have one.
Hi I used one of these machines for nearly 50 years, as a letterpress machine operator and compositor, we called it a Bowler it was used to miter wood and lead strips to space out printing type.
