OX BONE ORIENTAL ELDER MAN STATUE FIGURE SCRIMSHAW LARGE 31" Tall

I've had this in my collection for years and haven't been able to fully identify it. It is made of pieces of carved Ox Bone with detailed scrimshaw. It is iterestingly tall at 31" compared to other items like it. Love to get any additional information.
