      Hi toyman,
      This piece is from the 1940's or 50's.I only know because my grandfather had one just like it.When we were children we found it fascinating because of the way the pants turned colors.My grandparents also lived in TN and they had very lively rain and lightning storms in the summer so we were always able to tell when one was approaching and it was pretty accurate.This item was passed down to my brother who still has it in his collection.I will look for that brooch you mentioned,my favorite thing to collect is old costume jewelry.

      I have one of these that belonged to my late Grandmother. Mine is in mint condition. As a little kid, I too was fascinated by this little guy. I still look at him and smile.
