Anybody know what set this is?

I got it from my grandmother. Carved bone and bamboo. Probably from the '20's. Note the square style of the crack sign, one bamboo bird, the one dot, the flowers, and the alpha/numeric in navy on every tile except the dragons. Some flowers have red numbers. Anybody have this or know the origin?
