    only marking we can find is Pat Pending.

      Spring clamp pliers. Probably for universal joints. Spring clamp is also known as a bitch clip. You do lots of bitching before you get it removed.

      Here is another possibility from a 1959 K-D Tools catalog. Look at Molding Clip Tool #440?
