Need help ! Looks like it's had some parts replaced not sure if the wheels should be solid disc or wire. The top of the hood has Captain written on both side in very old style writing. The body is original paint. A guy thought it might be a Sudway Topliff I've never heard of them Thanks Rusty

I have never heard of Sudway Topliff.
It looks to be an American National. It probably would have had solid disc wheels having the full body.

That said it looks like the entire chassis is a new creation to fit this body.

Found a bit of info on the net for Sudway Topliff. I bought a reproduction 1929 Catalogue on Ebay. It came the other day. The grill area has stamped diamond cut outs same as the pictures in the brochure/Cat. Looks like it could have been the fire captains car. The hood on mine has Captain printed on it The undercarriage is remade from the pedal straps back the rest looks to be right

That's cool. Does it tell where they were made?
