      It's called a "box scraper" plane - primarily used to scrape the markings from wooden shipping boxes, but also could be used to scrape floors or other rough surfaces.

      It is more commonly called a push plane. The cutting head should swivel so you can either push or pull it. They were used to scrape crates but the swivel heads were also used to trim veneer and other laminates. On crates they were used to remove labels. I believe Stanley tool made the first one to be used just as agh says. They are quite common and easy to find and research online.
