Unknown farm tool or animal grooming tool

This "too l" is approximately 10" long at the working area with a handle that is curved and makes it a total of about 18".

I am trying to help a new antique store owner identify this item. He is not computer savvy - but great with collecting !!

We have no idea what it could be - it is dull, rusted and "thick" - so it does not look like it should be sharpened??? ... but the angle of the handle looks and feels like it is made to swing with ease. It was found in South Carolina.
