    The only writing on this is "Pat applied for". The 3 holes must mean it mounts to something, bench, another tool? The 2 pivoting arms when in the up position leave an opening less than 1/8". In the down position the seat tightly against the centered stop. Almost as if a strap would fit and tighten when pulled down. The concave end of this tool must have meaning. Totally clueless on my end.
