Second hand store find

I bought this chair today because of all the turkeys on it. At the time, it was covered in some horrid 1970s orange upholstery. I took that off and found what I'm assuming is it's original upholstery in extremely fragile condition. I think it might be solid oak. It's little but heavy. I'm hoping someone can tell me approximately how old it is and maybe why the seat was upholstered in such an odd way? The seat is full of what looks like horse hair and the top looks to be stuffed with either very old disintegrated straw or some other kind of hair maybe.
