Old Cigarette case

I picked this up at an estate sale recently. I was told that I could fill a box for $5 dollars from a room full of goodies so I saw this and tossed it in along with 3 old original bird engravings from the 1700s. Pretty good day for me.. Turns out this is Sterling silver and 18K. I believe the mark is James E Blake. Weird engraving on the inside but I'm sure it meant something to someone at the time they received it originally.

Does anyone have any info/history on this? Also, how can I clean the white stains on the back? I used silver polish to clean most of it as it was really tarnished but I can't get these stains off. Thanks
