1946 from R.R. Tobin Company in Michigan. The cover font recalls the text on mid-century cookie jars.
The flavor honey rum brings to mind the hunny-guzzling Winnie-the-Pooh, quite popular as children literature in America in the 1930s and 1940s. Two teddy bears grace the side label, dipping their paws into cookie jars (or possibly honey jars!).
