      Polish. Russia's is two headed. It is later than 1927, I can't find one with the cross & tridents in the center. Here they are up to 1927...

      The buckle pictured is a Spanish buckle. I know some people think it is a WW1 Polish belt buckle, but that doesn't make sense. Poland did not exist as an independent state during WW1. That area was part of Imperial Prussia.
