These are neat little pieces Charm...I came across one of these at Salavation in "Canary Yellow" made by Hall China. It had a chipped spout though so I passed on it. They call theirs a "Coverlet" The metal and felt lined "cozy" keeps the tea hot and insulates the outside of the pot so you don't burn yourself.

Occasionally Charm...I also saw a taller coffee pot one time. I have a hunch they were used by hotels for room service.
