2 strange clothing outfits

Got these at an estate sale today, family didn't know anything about them, a few older people around I asked and nobody knew what these outfits where used for or what people made them.
Each outfit is a 3 piece, big wrap skirt and a single piece of material, all 3 pieces are decorated the same.

Maybe somebody on here will know.
